I've downloaded RaceTab 4.25, created an account, but when I attempt to download a meet (in which I'm the meet director), it asks me to sign into MileSplit. When I attempt to sign into MileSplit, I continually get an error message "Message 400: Bad Username/Password by MileSplit". I'm using Windows 10.

1) User name and password in RaceTab are case sensitive, so make sure that is right. 

2) I don't think this is the case here but sometimes school firewalls get in the way, maybe try at home? Once you login once, you shouldn't have to login again

3) If all else fails, temporarily turn Wifi off and start RaceTab without internet. It should let you in without logging in, although you'd still need to login to download entries from online registration.
